Big fast food chains in New York City have started to obey a first-of-its-kind rule requiring them to post calorie counts right on the menu. Cathy Nonas is with the New York City Department of Health.

"We wanted to give people an opportunity to actually see the calories before they purchase the food and make a decision, an informed decision that if they want to make the healthier choice, if they want to eat fewer calories, they can. And we expect this will have a huge impact on obesity. And of course, if it has an impact on obesity, it will have an impact on diabetes and heart disease and high blood pressure."

The new rules were introduced as part of an anti-obesity campaign that also includes a recent citywide ban on artificial trans fats in restaurant food. The menu rule only applies to restaurants that serve standardised portion sizes and have fifteen or more locations nationwide.

Starting last Saturday, chains big enough to fall under the rule will face penalties of up to 2000 dollars for not showing calorie information in a prominent spot on their menus, preferably next to the price.

  1. P1

    Calorie Labels Begin

New York City fast food chains started displaying calorie counts under a new health rule.

  2. P2

    Why Calorie Labels Matter

Calorie labeling is intended to support informed choices and reduce obesity-related health risks.

  3. P3

    Campaign Context and Coverage

The calorie rule is part of a wider anti-obesity campaign and targets qualifying large chain restaurants.

  4. P4

    Enforcement and Penalties

The rule is enforced through fines and requires prominent calorie displays on menus.

  1. 第 1 段 定位词 fast food chains New York City calorie counts

What have major fast food chains in New York City begun to do?

    • A They have removed artificial trans fats from all of their food.
    • B They have lowered the prices of healthier menu items.
    • C They have started displaying calorie counts directly on their menus.
    • D They have begun offering customers free health advice.
    • E They have agreed to limit their number of locations nationwide.
    • F They have started charging customers according to calorie content.

正确项完整复现了事件的三层 factual relation:主体是 chains,行为是 started displaying,载体是 directly on their menus。它把 post calorie counts 改写为 displaying calorie counts,把 right on the menu 改写为 directly on their menus,属于英语四级高频的同义改写,而没有改变范围、时间或行为性质。

What was the immediate purpose of making calorie information available before a purchase?

    • A To guarantee that every customer will choose low-calorie food.
    • B To eliminate diabetes and heart disease in the city immediately.
    • C To help restaurants calculate the prices of their meals.
    • D To enable consumers to make informed choices about eating fewer calories.
    • E To identify restaurants that use artificial trans fats.
    • F To collect more penalty money from restaurant chains.

该项准确概括引语的直接意图:让 people 在 purchase 前 see the calories,从而 make an informed decision,并在愿意时 choose fewer calories。enable consumers 对应 give people an opportunity, informed choices 对应 informed decision,属于概括性同义替换。

Which restaurants are covered by the menu rule?

    • A All restaurants operating within New York City.
    • B Restaurants that have at least fifteen locations in New York City.
    • C Any restaurant that serves food containing artificial trans fats.
    • D Restaurants that offer customers low-calorie meals.
    • E Restaurants with standardised portions and at least fifteen locations nationwide.
    • F Small local restaurants with individually sized portions.

正确项保留了 applies to 后的两个并列限制:standardised portion sizes 与 fifteen or more locations nationwide。with standardised portions 对应 serve standardised portion sizes,at least fifteen 对应 fifteen or more,均为准确改写。

What may happen to chains that fail to display calorie information prominently on their menus?

    • A They may be required to close all of their restaurants in the city.
    • B They may be fined exactly 2,000 dollars for each menu item.
    • C They may have to ban artificial trans fats from their menus.
    • D They may be allowed to place calorie counts anywhere on the menu.
    • E They may receive financial support for offering standardised portions.
    • F They may face penalties of up to 2,000 dollars.

正确项严格对应新闻句的条件后果:chains big enough to fall under the rule 若 not showing calorie information, will face penalties of up to 2000 dollars。may face 准确承接题干的可能性,up to 2,000 dollars 保留金额上限。

违规后果截读 用题干中的 fail to display 反向搜索 第4段 的 not showing,不必先读时间背景;锁定后立刻执行“谓语右侧截取”,只读取 not showing 后的 face penalties of up to 2000 dollars。

MAIN IDEA ·

新闻报道中的 direct quotes from officials 或 experts 不仅是 factual support,更是 reveal intention 和 expected outcomes 的关键。

这个 background information 帮助 frame the main action,让读者理解其在 bigger picture 中的 significance,从而 clarify overall theme。

新闻报道会用 concrete details(如 starting date, penalty amounts)来 establish credibility 和 show reality。这些 specifics 不仅是 supporting facts,更 signal 这是 real action with teeth, reinforcing 文章关于 meaningful change 的主旨。

MAIN IDEA ·

New York City has implemented a groundbreaking regulation requiring major fast food chains to display calorie counts on menus, aiming to combat obesity and related health issues by enabling informed consumer choices.
WORD INFERENCE ·

从 morphology 看,standard + -ise 的结构直接告诉我们这是 'make conform to standard' 的意思。

第二条从 policy intention 告诉我们为什么需要 prominent——因为政策的核心是让顾客 see calories before purchase,所以 prominent 必须保证 high visibility。

    P1 P2

文章通过 quote Cathy Nonas 这位 NYC Department of Health 官员的话,为 calorie-posting regulation 提供了 authoritative voice。这段 direct quotation 详细阐述了 policy intention,即 give people opportunity 去 make informed decisions,并且强调了对 obesity、diabetes、heart disease 的 expected impact。

信号词 is with according to said stated explained noted commented told reporters in an interview spokesperson

使用 attribution phrases 比如 'according to'、'X stated that'、'as X explained' 来 introduce quotations。 [Name] is with [Organization]. '[Complete quotation explaining policy/action rationale and expected outcomes.]'

比如 'fifteen or more locations nationwide' 明确了 regulation scope,'2000 dollars' 给出了 penalty amount,'starting last Saturday' 提供了 implementation timeline。这些 quantitative details 让 policy 从 abstract concept 变成 measurable reality,帮助 readers 理解 who is affected、what are consequences、when it takes effect。

信号词 fifteen or more up to 2000 dollars starting last Saturday first-of-its-kind percent million approximately as of by [date]

仿写: 写作时 research precise statistics 相关的 policy parameters、financial figures、timeframes 或 affected populations。将 numbers 自然地 integrate into narrative,使用它们来 specify requirements、quantify impacts 或 establish deadlines。避免 vague terms 比如 'many' 或 'soon',instead 使用 'fifteen or more'、'up to 2000 dollars'、'starting last Saturday' 这样的 exact expressions。 The [rule/policy] applies to [entities] that [specific numerical criterion]. [Action] will face penalties of up to [specific amount] for [violation], starting [specific date].

    P3

第三段通过 'as part of an anti-obesity campaign' 这个 contextual phrase,将 calorie-posting rule 放入了 broader public health initiative 的框架中。提到 'recent citywide ban on artificial trans fats' 作为 parallel measure,让 readers 明白这不是 isolated action,而是 coordinated strategy 的一部分。

信号词 as part of in addition to also includes following in response to amid concerns about building on in the wake of alongside

使用 prepositional phrases 比如 'as part of'、'in addition to'、'following' 来 introduce contextual information。确保 background details 能够 illuminate why current action matters 或 how it fits into bigger picture。 The [new measure] was introduced as part of [broader campaign/initiative] that also includes [related action]. The [rule] only applies to [specific conditions that provide scope].

    P1 P3 P4

文章开头用 'have started to obey' 这样的 neutral verb 来 describe chains' compliance,第四段用 'will face penalties' 来 state enforcement mechanism,保持了 factual tone。整篇 report 避免了 evaluative language,不说 regulation 是 'good' 或 'controversial',而是 present facts about what is happening、who is affected、what are consequences。这种 objective reporting style 让 readers 能够 form their own judgments based on presented information。

信号词 have started to requiring them to applies to will face were introduced includes serves must is with

仿写: 写作时 select verbs 和 nouns 来 convey actions and states without emotional coloring。用 'implemented'、'requires'、'applies to' 而非 'forced to'、'burdensome rule'。Present different perspectives through attribution 而非 editorial voice。Let facts speak for themselves by providing concrete details about actions、requirements、and consequences。 [Organizations] have started to [comply with/implement] [regulation] requiring them to [specific action]. The [rule] applies to [clearly defined scope] and violators will face [specific consequences].

    P2

文章通过 juxtapose 'before' 和 'after' scenarios 来 highlight policy impact。Quote 中的 'before they purchase' 与 'make a decision' 形成 temporal contrast,强调了 giving information at point of decision 的重要性。同时 'if they want to make healthier choice' 对比 implied current situation where people lack information,暗示了 informed versus uninformed choices 的 distinction。

信号词 before if they want to but however while whereas instead of unlike in contrast previously

仿写: 写作时 identify aspects 可以 form meaningful contrasts,比如 before/after、with policy/without policy、current practice/required practice。可以 use conditional structures 像 'if they want to X, they can' 来 imply contrast with previous inability。或者 present sequential events 来 show transition from one state to another。 [Previous situation description]. [New policy] gives [affected parties] an opportunity to [new capability], enabling them to [desired outcome] if they want to, [implicit contrast with prior limitation].

IMPLIED MEANING ·

    P1
a first-of-its-kind rule requiring them to post calorie counts right on the menu

    P2
And we expect this will have a huge impact on obesity.

情态动词类预期表达 we expect we anticipate we hope we believe it is expected presumably likely

卫生部门官员 Health Department official 使用'we expect'而非'this will',这个细微的语言选择 subtle linguistic choice 传递了重要的言外之意。

    P3
The menu rule only applies to restaurants that serve standardised portion sizes and have fifteen or more locations nationwide.

限制性修饰语 only applies to limited to restricted to confined to exclusively for merely covers just includes

通过设定'standardised portion sizes'和'fifteen or more locations'两个条件 two criteria,大量的小型餐饮企业 smaller food establishments 被排除在外 excluded。

    P4
chains big enough to fall under the rule will face penalties of up to 2000 dollars

数字对比类暗示 up to 2000 dollars up to as much as a maximum of not exceeding capped at no more than

AUTHOR ATTITUDE ·

  • is with P1

同类词 according to said told reporters noted

  • first-of-its-kind P1

    同类词 new novel unprecedented

  • obey P1

  • up to 2000 dollars P4

同类词 fifteen or more locations last Saturday

  • We expect P2

而新闻报道的 context 是为了帮助读者 understand the full picture of the event,包括 why it happened、what are the limitations 等 factual information。

新闻报道必须提供 actionable specifics,让读者知道 exactly when、how much、under what conditions 这个 event 会 take effect。

新闻报道的任务是 inform rather than persuade or explain,所以 maintains objectivity throughout,让 facts speak for themselves。
