A tour boat turned over off the coast of Nicaragua, killing at least 13 people and leaving more passengers missing, officials said.

The boat was carrying 32 people—25 Costa Ricans, four Americans and three Nicaraguans. The 13 dead were all Costa Rican, the Foreign Ministry said. The boat, traveling between Nicaragua's Big Corn Island and Little Corn Island, turned over Saturday near the larger island. Some passengers remain missing, the Costa Rican Foreign Ministry said, but did not specify how many. A local radio said an unspecified number of people were rescued, including the tour boat's owner, Hilario Blandon.

Nicaraguan naval authorities had banned sea travel in the area because of bad weather and strong winds, but the tour boat proceeded anyway. Blandon, the boat's owner, has been arrested by Nicaraguan authorities, the state-run news agency said. Both he and a crew member are being investigated for unintentional murder and exposing people to danger, according to police.

  1. P1

    Deadly Tour Boat Capsizing

A tour boat capsized off Nicaragua, killing at least 13 people and leaving others missing.

  2. P2

    Victims, Passengers and Rescue Status

The report details the passengers, victims, location, and uncertain rescue situation after the capsizing.

  3. P3

    Travel Ban Ignored; Owner Arrested

The boat ignored a weather-related travel ban, leading to the owner's arrest and a criminal investigation.

  1. 第 1 段 定位词 tour boat turned over at least 13 people

What did officials report after the tour boat turned over?

    • A All 32 passengers were killed in the accident.
    • B The boat's owner was among those who died.
    • C At least 13 people were killed, and more passengers were still missing.
    • D All the missing passengers had been rescued.
    • E The boat turned back because of strong winds.
    • F Officials said the accident happened near Costa Rica.

该项完整保留了新闻导语中的两层 result:一层是明确的死亡下限 at least 13,另一层是尚未结束的搜救状态 more passengers were still missing。

双槽位验报 时间极紧时,直接在题干中圈出 tour boat turned over,再用选项中的 at least 13 people 回扫 第1段 的首句。

32 people four Americans

Which statement about the people on the boat is correct?

    • A The boat was carrying 25 Americans, four Costa Ricans, and three Nicaraguans.
    • B All 32 people on the boat were Costa Rican.
    • C Thirteen Americans were confirmed dead.
    • D The boat was carrying 25 Costa Ricans, four Americans, and three Nicaraguans.
    • E Three crew members were rescued after the accident.
    • F The owner was one of four Nicaraguans on the boat.

Nicaraguan naval authorities sea travel

What had Nicaraguan naval authorities done before the tour boat continued its trip?

    • A They had rescued all the passengers from the boat.
    • B They had arrested the boat's owner for intentional murder.
    • C They had ordered the boat to travel between the two islands.
    • D They had declared that the weather was safe for sea travel.
    • E They had banned sea travel in the area because of bad weather and strong winds.
    • F They had identified Hilario Blandon as one of the missing passengers.

该项精确保留了动作 had banned sea travel、地点范围 in the area 和原因 because of bad weather and strong winds,且满足 before 所要求的先发生关系。

只读该句的主干:“had banned ... but ... proceeded anyway”。

  1. Lead

这是典型的 news lead,遵循 inverted pyramid structure 的 top layer,在开篇 immediately 就抛出了 most critical information:a tour boat capsized,造成 at least 13 deaths 和 missing passengers 的 tragic outcome, officials 作为 information source 确认了这一 incident 的 severity。

作为 news report 的 lead paragraph,它 establishes 了整个 story 的 foundation,让 readers 在 first glance 就能 grasp 住 what happened、where it occurred、以及 the severity of consequences,这是 hard news 写作的 essential opening strategy。

  2. Body

这是 inverted pyramid 的 second tier, providing detailed background information:具体的 passenger composition(32 people 包括不同 nationalities)、victims' identities(13 Costa Ricans)、incident 的 geographical specifics(between Big Corn Island and Little Corn Island)、timing(Saturday)、以及 current situation(missing passengers 和部分 rescued individuals including owner Hilario Blandon)。

作为 news body 的 first elaboration layer,它 fulfills 了 hard news 的 information density requirement,通过 specific numbers、names、locations 来 substantiate 导语中的 general statement,让 tragic event 变得 concrete and verifiable,同时 introduces key figure Blandon 为后续的 accountability discussion 做 setup。

  3. Body

这是 news report 的 deepest layer, shifting 到 causal explanation 和 accountability:揭示了 critical context 即 Nicaraguan authorities 已经 issued travel ban due to bad weather,但 boat owner Blandon deliberately proceeded anyway,然后 transitions 到 legal consequences 即 his arrest 和正在进行的 investigation for unintentional murder 以及 endangering people,这个 layer 回答了 'why it happened' 和 'who is responsible'。

作为 inverted pyramid 的 bottom section,它 provides 了 interpretive context 和 accountability framework,让整个 incident 从 tragic accident 升级为 potential criminal case,这个 explanatory layer 是 news completeness 的 crucial component,因为它 addresses 了 readers 自然会问的 'why would this happen' 的 question,同时 satisfies journalism 的 accountability principle。

MAIN IDEA ·

5W1H elements(who, what, when, where, why, how),这个 lead sentence 就是整篇文章的 core message。首段直接告诉我们 what happened(发生了什么事)和 the consequence(后果),这就是 main idea 的基础。

    新闻报道会在第二段进行 elaboration(详细说明),通过 quantitative data(数量数据)和 victim information(受害者信息)来 reinforce the severity(强化严重性)。

    新闻报道的第三段常常揭示 underlying causes(深层原因)和 legal consequences(法律后果)。当出现 authorities had banned(当局已禁止)和 proceeded anyway(仍然继续)这种 violation narrative(违规叙述)时,说明主旨不仅是 accident report(事故报道),更涉及 human responsibility(人为责任)。

    新闻报道的主旨不是简单的 event summary(事件总结),而是 multi-dimensional integration(多维整合)。我们需要把 what happened(发生了什么)、how severe(有多严重)、why it happened(为什么发生)和 who is responsible(谁负责)这四个 dimensions 合并成一个 coherent statement(连贯陈述)。

MAIN IDEA ·

A tour boat capsized off Nicaragua's coast despite a weather-related travel ban, killing 13 Costa Ricans and leaving others missing. The boat owner has been arrested and faces investigation for unintentional murder and endangering passengers.

First,从 context clue 我们看到 specify 出现在 'did not specify how many' 这个 phrase 中,紧跟在 'passengers remain missing' 之后,通过 but 转折连接。这个 structure 告诉我们:ministry 说了 some people missing,但没有 specify the number。Second,构词法 analysis shows us:spec- (relating to specific/exact) + -ify (to make) = to make specific,即 'state exactly'。

Now let's connect all the dots。From the incident nature,我们知道 boat owner violated the ban 但这不是 a planned murder,而是 reckless behavior leading to deaths。From morphology,un- + intention + -al clearly indicates 'not intentional',即 'without purpose or plan'。From the legal context,we see unintentional murder 这三条 evidence chains 都指向同一个 conclusion:unintentional means 'not deliberate, accidental, without prior intent'。在这个 case 中,deaths occurred 不是因为 Blandon wanted to kill,而是他的 reckless decision 间接 caused the tragedy。

让我们 synthesize these clues。 从 event sequence 看,proceeded 是从 ban 到 tragedy 的 critical action, meaning 'went ahead with the journey'。从 morphology 看,pro- (forward) + ceed (go) = 'go forward',这个 literal meaning 完美解释了 why the boat proceeding despite the ban led to the disaster。所有 three angles 都指向一个 unified understanding:proceed means 'to continue forward with an action or plan',especially in contexts where there might be obstacles or warnings。在这个 tragic case 中,proceeding 就是 'choosing to sail despite the ban'。

    P1 P2

文章在 opening paragraph 就直接给出了 death toll(at least 13 people),随后在 第2段 中详细展开 specific numbers:32 people 的 total passengers,并精确到 nationality breakdown(25 Costa Ricans, 4 Americans, 3 Nicaraguans)。这种 precise data presentation 让 tragedy 的 scale 和 impact 变得 concrete and measurable,增强了 news credibility 和 reader engagement。

信号词 at least approximately up to more than nearly about around over totaling numbering amounting to

建议采用 layered approach:先给 overall number,再 drill down into categories。模版:「[Event] resulted in [primary number] [outcome], with [detailed breakdown by category/nationality/type] according to [source]. The [specific subset] accounted for [precise figure], highlighting [implication].」

    P2 P3

虽然本文没有 direct quotations,但通过 attributed statements 实现了类似效果:「the Foreign Ministry said」「the state-run news agency said」「according to police」。 通过 citing official sources,文章建立了 authoritative tone 并 shift responsibility of accuracy 到 primary sources。这种 indirect citation 在 breaking news 中尤其重要,因为 details 可能 still emerging, attribution 提供了 verification trail。

信号词 said according to confirmed reported stated announced revealed disclosed indicated claimed officials said sources say

建议使用 varied attribution verbs 避免 repetition:said, confirmed, reported, announced, stated, revealed。Position attribution strategically:可以 front-load(Officials said...)或 back-load(...officials said),根据 emphasis needs。模版:「[Fact/claim], [attribution source] said/confirmed/reported. According to [specific official/agency], [additional detail].」注意 distinguish between direct and indirect sources。

    P3

第3段 构建了 striking contrast:「Nicaraguan naval authorities had banned sea travel... but the tour boat proceeded anyway」。这个 juxtaposition 通过「ban」vs「proceed anyway」的 direct opposition, instantly reveals the core issue—human negligence against official warning。这种 contrast 不仅 establish causation(violation led to tragedy),更 create moral judgment framework,让 reader 理解为什么 boat owner faces「unintentional murder」charges。

信号词 but however yet despite although while whereas in contrast on the contrary nevertheless nonetheless even though

仿写: 构建 contrast 时要确保 two elements 是 genuinely opposing 且 relevant to your point。使用 adversative conjunctions(but, however, yet)或 concessive structures(despite, although)来 signal opposition。 模版:「[Authority/rule] had [action to prevent], but [subject] [violated action] anyway. Despite [warning/regulation], [actor] proceeded to [risky action], resulting in [consequence].」

    P2

第2段 提供了 comprehensive background:boat route(between Big Corn Island and Little Corn Island),timing(Saturday),以及 unfolding rescue situation。 Geographic specificity(两个 islands 之间)让 familiar with the area 的 readers 能 visualize the scene,也说明这是 routine tourist route,增加了 tragedy 的 irony。Temporal marker「Saturday」暗示这可能是 weekend tourist activity, further contextualizing the victim profile(主要是 tourists)。

信号词 traveling between was carrying near at the time during en route to bound for in the area of located situated

仿写: 写 background 时要 balance detail and brevity。使用 appositive phrases(如「traveling between X and Y」)来 embed information smoothly。Geographic and temporal markers 应该 positioned early 来 ground the story。建议采用 「who-what-where-when」structure 在 second paragraph。模版:「The [vehicle/vessel] was [action] between [location A] and [location B] when [incident]. [Specific time] marked the [event], which typically [routine description that establishes normalcy before tragedy].」

动词选择都是 objective reporting verbs:「turned over」「killing」「arrested」「are being investigated」。没有用「tragic」「horrific」这类 evaluative adjectives,让 facts speak for themselves。即使描述 boat owner violation 时,也只是 state「proceeded anyway」而不是「recklessly ignored」。这种 restrained style 是 professional journalism standard,让 readers form their own judgments based on presented facts。

Let numbers and facts create impact without amplification。当需要 convey severity,通过 concrete details(13 dead)而非 abstract adjectives(terrible)。模版:「[Subject] [neutral action verb] [object], resulting in [factual outcome]. [Authority] has [action taken], and [subject] is being investigated for [specific charges] according to [source].」始终 attribute opinions and claims。

IMPLIED MEANING ·

    P3
Nicaraguan naval authorities had banned sea travel in the area because of bad weather and strong winds, but the tour boat proceeded anyway.

转折类 but however yet nevertheless nonetheless still though

虽然文章没有 explicitly say 'the owner is responsible',but 这个 structural juxtaposition 已经建立了 clear causal chain。对于 article's main idea 而言,这个言外之意是 crucial,因为它解释了 why arrests happened 和 why investigation focuses on endangerment charges。它把 accident 从 unfortunate incident 重新框定为 preventable tragedy caused by negligence。

    P2
The 13 dead were all Costa Rican, the Foreign Ministry said.

强调限定类 all every each only exclusively solely merely

虽然 boat 上有 mixed nationalities,但 death toll 的 national concentration 解释了 why Costa Rican Foreign Ministry is primary information source。对 article's main idea,这个言外之意 establishes why this incident receives prominent coverage in Costa Rican media,同时也 implicitly acknowledges survivors likely include other nationalities(因为 only deaths 被 specified as all Costa Rican)。

    P2
A local radio said an unspecified number of people were rescued, including the tour boat's owner, Hilario Blandon.

模糊限制语 unspecified unclear unknown undisclosed unrevealed did not specify did not say

Unspecified number 这个表述的言外之意是 rescue situation 仍然 chaotic 或者 information still emerging,但 journalist 特别 highlight boat owner survived。 这种 selective naming 隐含了 implicit accusation:the person responsible survived while passengers died。

    P3
Both he and a crew member are being investigated for unintentional murder and exposing people to danger, according to police.

情态限定类 unintentional alleged suspected being investigated for charged with accused of reportedly

Exposing people to danger 这个 second charge 进一步 establish pattern of irresponsibility。对 article's central message,这个言外之意是 conclusion:from accident description (PARA 1) 到 context (PARA 2) 到 violation (PARA 3 first half),最后落脚到 legal consequences。它把整个 narrative arc 从 'tragedy happened' 转变为 'someone will be held accountable',这是 news reporting 追求的 closure。

AUTHOR ATTITUDE ·

新闻报道的 lead paragraph 通常 reveal 作者的 basic stance,如果作者想 express strong opinion,会在 opening 就用 charged language,但这里只是 factual statement of the incident

当作者 consistently attribute statements to official sources 时,表明他在 maintain journalistic distance, letting the facts speak,这是 objective reporting 的 hallmark feature

在 news reporting 涉及 potential wrongdoing 时,objective writers 会 present actions without moral labels,让 readers form their own conclusions。这里虽然 context implies negligence,但 language remains neutral

如果 organized chronologically 或 by decreasing importance without building toward an argument,说明 purpose 是 inform 而非 persuade。

  • officials said P1

这个 attribution phrase 把 information 的 responsibility 交给 official sources,作者 distance himself from the claim, showing 他在 report rather than assert,这是 maintaining objectivity 的 core technique

Foreign Ministry said according to police the state-run news agency said authorities had reports indicate

  • turned over P1

这是个 neutral descriptive verb,只 describe what happened without emotive coloring。作者 could have said "tragically capsized" 或 "disastrously overturned",但 chose plain language, maintaining factual tone

同类词 capsized sank overturned went down flipped

  • killing at least 13 people P1

用 present participle "killing" 加 specific number 来 state the consequence,这是 factual enumeration without dramatization。没有用 "claimed innocent lives" 或 "left families devastated" 这种 emotionally charged expressions

同类词 killing 13 people 13 dead resulted in deaths fatalities numbered casualties reached

  • proceeded anyway P3

"Proceeded anyway" 描述了 action against the ban,但用词 remains neutral。作者 didn't say "recklessly ignored" 或 "dangerously defied",just stated 这个 critical fact without moral judgment,让 readers draw their own conclusions

同类词 went ahead continued despite carried on regardless advanced notwithstanding persisted

  • has been arrested P3

用 passive voice "has been arrested" 来 report the consequence, focus 在 action itself 而不是 making it sound like justice served。这是 procedural reporting,没有 "finally arrested" 或 "rightfully detained" 的 satisfaction tone

同类词 was detained taken into custody apprehended arrested by authorities placed under arrest

新闻报道的 first paragraph 会立刻告诉读者 what happened,通常包含 core facts 比如 who, what, when, where。 这篇文章第一句就说 'A tour boat turned over... killing at least 13 people',直接 deliver 了一个 tragic event,这是典型的 news lead

第二段补充了 specific numbers (32 people, nationalities),第三段才说 background information (weather ban, arrest)。

文中出现了 'officials said', 'Foreign Ministry said', 'local radio said', 'state-run news agency said', 'according to police'。议论文的作者直接 express opinions without attribution,说明文的作者直接 explain facts as established knowledge。

新闻报道保持 neutral stance,只 present facts without evaluation。文中用了 'turned over', 'killing', 'missing', 'arrested', 'being investigated' 这些 factual verbs,没有 'unfortunately', 'shockingly', 'clearly irresponsible' 等 evaluative language。议论文会有 'should have', 'must', 'obviously wrong' 等 judgmental expressions,说明文会有 'typically', 'generally', 'characterized by' 等 generalizing language

  • officials said P1 新闻来源与引用词 the Foreign Ministry said A local radio said the state-run news agency said according to police
  • Saturday P2 即时性时间与地点词 off the coast of Nicaragua Big Corn Island Little Corn Island near the larger island
  • killing at least 13 people P1 核心事实概括词 leaving more passengers missing turned over has been arrested are being investigated for unintentional murder
