The homeless make up a growing percentage of America's population. Indeed, homelessness has reached such proportions that local governments can't possibly cope. To help homeless people toward independence, the federal government must support job training programs, raise the minimum wage, and fund more low-cost housing.

Not everyone agrees on the number of Americans who are homeless. Estimates range anywhere from 600,000 to 3 million. Although the figure may vary, analysts do agree on another matter: that the number of the homeless is increasing. One of the federal government's studies predicts that the number of the homeless will reach nearly 19 million by the end of this decade.

Finding ways to assist this growing homeless population has become increasingly difficult. Even when homeless individuals manage to find a shelter that will give them three meals a day and a place to sleep at night, a good number still spend the bulk of each day wandering the street. Part of the problem is that many homeless adults are addicted to alcohol or drugs. And a significant number of the homeless have serious mental disorders. Many others, while not addicted or mentally ill, simply lack the everyday survival skills needed to turn their lives around. Boston Globe reporter Chris Reidy notes that the situation will improve only when there are comprehensive programs that address the many needs of the homeless. As Edward Zlotkowski, director of community service at Bentley College in Massachusetts, puts it, "There has to be coordination of programs. What's needed is a package deal."

3 段逐段主旨与解读

逐段拆解2006年考研英语真题 的这篇原文——每段给出英文段落主旨、段落标题与中文解读,并提炼一条「这段为什么这样读」的具体方法。

  1. P1

A Call for Federal Action on Homelessness

America's growing homelessness crisis requires federal action through employment and housing policies.

本段承担全文的 opening function:它先说明地方层面的应对已经失效,再提出 federal action 的必要性。它与文章主旨完全一致,并为后文说明问题规模和援助难点建立了 argument framework。

    锁定must后的主张
  2. P2

Evidence of a Worsening Homelessness Crisis

Despite uncertain estimates, the homeless population is clearly increasing and is projected to grow sharply.

本段是对首段论点的 factual support:它证明无家可归问题并非个别城市的局部现象,而是规模不断扩大的 national crisis。即使统计口径不同,持续增长这一共同事实仍强化了 federal intervention 的必要性。

    透过数字找趋势
  3. P3

The Need for Comprehensive Support Programs

Because homelessness involves multiple personal and social problems, comprehensive coordinated programs are necessary.

Despite differing estimates, what do analysts agree about?

    • A There are exactly 3 million homeless Americans.
    • B Homelessness will disappear by the end of the decade.
    • C The number of homeless people is increasing.
    • D Local governments can accurately count every homeless person.
    • E Federal studies are more reliable than all other estimates.
    • F Most homeless people are addicted to alcohol or drugs.

What is most likely to improve the situation of homeless people?

    • A Providing three meals a day and a place to sleep at night.
    • B Focusing exclusively on treatment for mental disorders.
    • C Asking homeless adults to develop survival skills on their own.
    • D Comprehensive, coordinated programs that address the homeless people's many needs.
    • E Building more low-cost housing without linking it to other services.
    • F Reducing the number of homeless people counted in federal studies.
    显示答案与解析 收起答案与解析

    正确答案:D

段落先呈现 alcohol or drugs、mental disorders 与 survival skills 等不同层面的困难,随后明确指出改善只能发生在 comprehensive programs address the many needs 时;第二处引语又以 coordination 和 package deal 对该原则进行强化。

这个 opening paragraph 直接 present 了 central argument,指出 homelessness 已经成为一个 growing problem, local governments 无法 cope with,因此需要 federal government 通过 job training programs、raising minimum wage 和 funding low-cost housing 来 support homeless people toward independence

这个 introductory段落 establish 了整篇文章的 thesis statement,明确提出 federal government must take action 的 core position,为后续的 supporting arguments 奠定了 foundation

    直接提出论点
  2. 分论点 P2

    无家可归人口数量的增长趋势

这个段落通过 statistical evidence 来 support 引言中的 claim,虽然 estimates 存在 range(from 600,000 to 3 million),但 analysts agree 的是 the number is increasing,并且引用了 federal study 预测到 decade end 将达到 nearly 19 million 的 alarming figure

这个 supporting paragraph 通过 quantitative data 来 justify 为什么需要 federal intervention, the increasing trend 和 projected numbers 强化了 urgency,让 readers 理解 local governments 确实 can't cope with such scale 的 problem

    证明问题严重性
  3. 分论点 P3

    协助无家可归者的困难与综合方案的必要性

这个段落 shift focus 到 difficulty of assistance,指出即使 homeless individuals 能 find shelter, many 仍 spend the day wandering,因为存在 addiction、mental disorders 和 lack of survival skills 等 multiple underlying issues。通过 expert quotes(Chris Reidy 和 Edward Zlotkowski)强调需要 comprehensive programs 和 coordination of programs 的 'package deal'

这个 paragraph 通过 analyze 问题的 complexity(addiction, mental illness, lack of skills)来 justify 为什么需要 federal-level comprehensive programs,呼应了引言中提出的 job training 和其他 initiatives, strengthen 了 only coordinated federal action can address 如此 multifaceted problem 的 argument

    揭示解决方案必要性
MAIN IDEA ·

这篇文章从 第1段 开头就对比了 local governments 和 federal government,强调 'local governments can't possibly cope',然后明确提出 'the federal government must' 采取行动。这种对 responsible agent 的清晰界定是议论文 thesis 的 critical component,因为它回答了 who 的问题,让 argument 更具 actionable quality。

  4. 抓强调必要性词汇 P1 P2 P3

这篇文章使用了大量 high-intensity language:'can't possibly cope', 'must support', 'has reached such proportions', 'increasingly difficult'。

主旨信号词 must P1 can't possibly P1 federal government P1 growing P1 support P1 increasingly difficult P3

MAIN IDEA · 主旨

这篇文章在说什么

文章论证了联邦政府必须采取行动,通过支持职业培训项目、提高最低工资和资助低成本住房来解决美国日益严重的无家可归危机,因为地方政府无法单独妥善处理这一问题。
The article argues that the federal government must take action to address the growing homelessness crisis in America by supporting job training programs, raising the minimum wage, and funding low-cost housing, as local governments cannot adequately handle the problem alone.
WORD INFERENCE · 生词推断

4 个生词的上下文推断

不查词典,只用文中线索推出词义——每个词给出推断出的释义与 完整推理链。已收录进考研英语高频真题词集的单词可点击进入词条页。

  • proportions 规模;程度(指问题严重到令人震惊的程度)

我们把这些 clues 串联起来。首先,such proportions 通过 such 这个 demonstrative 直接指向前文的 growing percentage,建立了 referential link。然后,这个 proportions 导致了 local governments can't possibly cope 这样强烈的 negative consequence,说明它描述的是问题的 severity。第二段用 concrete numbers (600,000 to 3 million, nearly 19 million) 给出了 quantitative evidence,让我们理解这个 proportions 指的是 massive scale。最后,从 word formation 角度,proportion 的 etymological roots 也支持它与 relative size 相关的含义。所有这些 evidence 共同指向一个结论。

    指代+因果+证据三重验证法
  • cope 应对;妥善处理(指成功解决困难问题)

让我们整合这些 evidence。首先,从 syntactic structure 看,cope 出现在 can't possibly 这个 strong negative modal 之后,说明它是个表示 capability 的 verb。其次,从 logical contrast 看,因为 local governments 无法 cope,所以需要 federal government 采取一系列 concrete measures (job training, raise minimum wage, fund housing),这说明 cope 指的是 successfully addressing the problem。第三段用 finding ways to assist has become increasingly difficult 这个 paraphrase 进一步确认了 cope 的含义就是 manage 或 handle effectively。所有 clues 都指向同一个 semantic field。

    否定-对比-同义三步推理
  • bulk 大部分;主体(指某个整体中最大的那部分)

我们综合这些 clues。首先,从 grammatical structure 看,the bulk of each day 这个 partitive expression 表明 bulk 是个 quantitative noun。其次,通过 concessive clause 的 contrast,我们知道即使有 shelter 提供 meals 和 sleeping place (这些占用部分时间),他们仍然 spend the bulk wandering,说明 bulk 指的是时间的 larger remaining portion。最后,wandering the street 这个 negative connotation 的 activity 强化了 bulk 指的是 substantial amount。所有 evidence 都指向 bulk 表示 the major part。

    部分结构的对比排除法
  • addicted 上瘾的;成瘾的(指对某物产生强烈依赖而无法自控)

让我们把 evidence 整合起来。首先,从 grammatical structure 看,be addicted to + substance 这个 pattern 表明 addicted 描述一种 state of relationship。其次,它被列为 Part of the problem,与 mental disorders 和 lack of skills 并列,说明它是个 serious debilitating condition。第三,在 causal chain 中,它阻碍了 homeless people turning their lives around,暗示它是种 uncontrollable 的 problematic dependency。最后,从 etymology 看,addict 的 Latin root 意为 given over to,支持 compulsive attachment 的含义。所有 clues 指向同一个 concept。

RHETORIC · 修辞手法

5 处修辞手法与仿写

每处修辞给出它在本文的具体用法、同类信号词清单与一份可直接套用的 写作仿写建议——读完能认,也能写。

  • 举例论证

    P3

作者通过 Chris Reidy 和 Edward Zlotkowski 这两位专家的 observations 和 quotes 来 support 他的 argument。Reidy notes 需要 comprehensive programs,而 Zlotkowski 强调需要 coordination of programs 和 package deal。这些 concrete examples 让抽象的 solution 变得更 credible 和 authoritative,因为它们来自 field experts 而非作者的 personal opinion。这种 evidence-based approach 能够 strengthen 文章的 persuasiveness,让读者相信联邦政府 intervention 的 necessity。

信号词 notes points out observes states argues emphasizes puts it according to as...suggests experts believe studies show research indicates

仿写: 当你需要 support 一个 viewpoint 时,不要只是 state your opinion,而要寻找 authoritative sources。比如写教育改革时,可以说"Harvard 教育学教授指出..."或"根据 recent survey..."。模版:As [expert name/title] points out/notes/emphasizes, "[quote]" 或 [Expert] from [institution] argues that [paraphrase]。记住要选择 relevant 和 credible 的 sources 来 back up 你的 points。

  • 引用论证

    P3

文章直接 quote Edward Zlotkowski 的话:"There has to be coordination of programs. What's needed is a package deal." 这个 direct quotation 不仅 reinforce 了前面 Reidy 的 observation,更用 authoritative voice 来 emphasize solution 的 specific nature。用 puts it 这个 phrase 引入 quote,让 Zlotkowski 的 words 直接 speak to readers,比 paraphrase 更有 impact 和 authenticity。这种 direct citation 对于 establishing 文章的 main argument(需要联邦政府的 comprehensive support)至关重要。

信号词 puts it says states declares in the words of as...puts it according to quotes remarked asserted claimed

    仿写: 使用 direct quotation 时要 strategic。选择那些 phrasing particularly powerful 或 succinct 的 statements。引入 quote 的方式很重要,可以用 As X puts it/In X's words/X states 等。模版:As [name/title] puts it, "[powerful quote]" 或 According to [expert], "[concise statement]"。注意 quote 不要太长,要选择最能 capture essence 的 sentence 或 phrase,让它成为你 argument 的 climax 而非 digression。

  • 举例论证

    P2

作者在第二段用 specific statistics 来 demonstrate homelessness 的 severity。Estimates range from 600,000 to 3 million,而且 federal study predicts 将达到 19 million by decade's end。这些 concrete numbers 把 abstract problem 变成 quantifiable crisis,让读者能 grasp magnitude。虽然 exact figure varies,但 increasing trend 是 undeniable,这种 numerical evidence 为后续 argument(需要联邦干预)提供了 solid foundation。

信号词 Estimates statistics show data indicates studies reveal research shows figures suggest numbers demonstrate according to data surveys find reports indicate evidence shows

    仿写: 当你要 establish problem's seriousness 时,用 statistics 非常有效。引入数据时可以用 estimates range from...to.../studies show.../research indicates。模版:Statistics/Studies/Research show(s) that [number/percentage/range],或者 According to [source], [numerical data] indicate(s) [trend/problem]。记住要 cite source(如 federal government's studies)来增加 credibility,同时用 trend language(increasing/reaching/growing)来 emphasize urgency。

  • 因果论证

    P3

第三段详细 explain 为什么 homeless individuals 难以 turn their lives around。作者 identify several causes:addiction to alcohol or drugs、serious mental disorders、以及 lack of survival skills。这个 causal chain 说明 providing shelter alone 不够,because underlying problems 没有解决。这种 cause-and-effect analysis 为文章 thesis(需要 comprehensive programs 和 federal support)提供了 logical foundation,说明 simple solutions 无法 address root causes。

信号词 Part of the problem is that because since due to as a result consequently therefore thus this is why the reason is leads to causes results in

仿写: 构建因果论证时要 clearly link cause to effect。可以用 Part of the problem is that.../The reason is.../This is because.../Due to.../As a result of。模版:The problem exists because [cause 1], [cause 2], and [cause 3],或者 [Situation] occurs due to [underlying cause], which leads to [consequence]。记住要用 logical connectors(because/since/as a result)来 make relationships explicit,让 causal chain 清晰可见。

  • 排比修辞

    P1

文章开头和结尾都使用了 parallel structure。在 第1段,作者用三个 parallel phrases:"support job training programs, raise the minimum wage, and fund more low-cost housing",这个 tricolon(三项排比)creates rhythm 和 emphasis。这种 parallelism 不仅让 solutions 看起来 comprehensive 和 well-thought-out,还通过 structural symmetry 增强了 persuasive force。三个 action items 都用 verb + object 的 structure,让 proposals 显得 concrete 和 actionable。

    信号词 and or nor , both...and not only...but also either...or neither...nor

仿写: 创建 effective parallelism 时要确保 grammatical structures match。如果用 verb phrases,就 keep all items as verb phrases;如果用 noun phrases,就 maintain consistency。模版:[Action verb 1] + [object 1], [action verb 2] + [object 2], and [action verb 3] + [object 3]。或者 The solution requires [noun phrase 1], [noun phrase 2], and [noun phrase 3]。通常三项 parallelism(tricolon)最 powerful,因为它 balances completeness 和 conciseness。记住用 commas 和 and 来 structure your list properly。

IMPLIED MEANING · 言外之意

4 处话里有话

作者没有明说、但靠信号词传递出来的态度与暗示——每处给出原文片段、信号词类型与解读。

  • 地方政府无力应对暗示联邦政府必须介入

    P1
    local governments can't possibly cope

情态词强化类 can't possibly couldn't possibly can hardly can scarcely simply cannot absolutely cannot in no way can

作者用 can't possibly 这个 emphatic expression 来 overstate local governments 的 inability,其 implication 是:既然 local level 完全 incapable,那么 federal intervention 就成为 the only viable option。这个 implication 直接服务于 thesis statement 中的 "federal government must" 论断,通过 exaggerating the problem 来 legitimize federal action。这是典型的 argumentative strategy,用 absolute negation 制造 logical necessity,让读者觉得 proposed solution 是 unavoidable conclusion 而非 debatable option。

  • 估算差异巨大暗示问题严重且被忽视

    P2
Estimates range anywhere from 600,000 to 3 million

模糊限制语 range anywhere from estimates vary from figures range between anywhere between vary widely from differ significantly span from

作者故意呈现 600,000 到 3 million 这个 huge discrepancy,其 implication 是:homelessness 问题如此 widespread and complex 以至于连 basic counting 都无法 consensus,这反过来说明 the issue is severely underestimated and under-addressed。这种 strategic vagueness 为后续的 federal intervention argument 提供 legitimacy,因为如果问题连 measurement 都困难,显然需要 higher-level, more comprehensive response。这个 implication 强化了 thesis 中 federal government 介入的 necessity。

  • 虽然有收容所但仍流浪街头暗示单纯救助无效

    P3
Even when homeless individuals manage to find a shelter that will give them three meals a day and a place to sleep at night, a good number still spend the bulk of each day wandering the street

让步类 Even when even when even though even if despite the fact that in spite of although

作者用 even when 引入 seemingly adequate shelter conditions,但紧接着用 still 指出 homeless people 依然 wandering the street,这个 implication 是:providing basic necessities 根本不够,问题的 root 在于 addiction, mental disorders, lack of survival skills。这为后文的 "comprehensive programs" 和 "package deal" 做 preparation,也呼应 thesis 中的 job training 和其他 federal interventions。言外之意是:local shelters 的 Band-Aid approach 无法 solve the crisis,只有 federal-level, multi-faceted programs 才能 truly address the issue。

  • 强调必须有项目协调暗示现状各自为政

    P3
There has to be coordination of programs. What's needed is a package deal.

情态词强化类 has to be must be needs to be it is essential that it is imperative that requires necessitates

当 Zlotkowski 说 "There has to be coordination" 和 "What's needed is a package deal" 时,其 implication 非常清晰:目前的 programs 是 fragmented, uncoordinated, piecemeal,各个 agencies 在 working in silos,缺乏 integrated approach。这个 implication 直接支撑 thesis 中 federal government 的 role,因为只有 federal level 才有 resources and authority 来 coordinate multiple programs 并提供 comprehensive package。这两句话虽然是 prescriptive,但其 diagnostic implication 揭示了 current system 的 fundamental flaw,为 federal intervention 提供了 strongest justification。

AUTHOR ATTITUDE ·

第二段 specifically 用数据 ranging from 600,000 to 3 million 来 illustrate the scale,还引用 federal study 预测数字会 reach 19 million。这种 escalating statistics presentation 不是 neutral reporting,而是在 build urgency,为后续的 call for action 做 groundwork。

  3. 评估现状充分性 P3

第三段明确指出 'Finding ways to assist... has become increasingly difficult',并通过 expert quotes 强调需要 'comprehensive programs' 和 'coordination'。作者列举了 current shelters 的 limitations(homeless people still wander streets),这种 gap analysis 清楚地 suggest 现状 not enough, needs enhancement。

  4. 把握整体论证走向 P1 P2 P3

这篇文章采用了经典的 problem-solution structure:第一段 establish the need for federal action,第二段 quantify the urgency,第三段 expose the inadequacy of current efforts。整个 narrative arc 都在 guide 读者 toward 一个 conclusion——federal government must step in。这不是 neutral analysis,而是 persuasive argumentation。

文中的态度信号词

  • must P1

Modal verb 'must' 表达 strong obligation 和 necessity,在 argumentative context 中,它不是 describing reality 而是 prescribing action。这个词把作者的 position 从 observer 转变为 advocate,明确传递出 'federal intervention is not optional but mandatory' 的 message。

同类词 should need to have to it is essential that it is imperative that

  • indeed P1

Intensifier 'indeed' 用来 emphasize 和 confirm 前面的 statement,它 add weight 到作者的 claim。在这里,它 reinforce 了 homelessness 作为 serious problem 的 characterization,为后续的 intervention argument 做 emotional groundwork。

同类词 in fact certainly undoubtedly clearly obviously

  • can't possibly P1

这个 negative capability expression 用来 emphasize local governments 的 inability,它 create a gap 需要被 fill。通过 stating what cannot be done locally,作者 implicitly argue for higher-level intervention。这是 classic gap-identification strategy in advocacy writing。

同类词 unable to impossible to fail to inadequate insufficient

  • reach such proportions P1

这个 intensifying phrase 用来 dramatize problem severity。'Such proportions' 是 vague 但 emotionally charged,它 create sense of crisis without needing exact numbers。这种 language choice 是为 justify urgent action。

同类词 escalate surge soar mounting growing

  • has become increasingly difficult P3

这个 progressive difficulty expression 指出 current approach 的 inadequacy。'Increasingly difficult' 暗示 situation worsening,现有 methods not keeping pace with the problem,因此 need new approaches。它为作者在第一段提出的 federal solutions 提供 retrospective justification。

同类词 poses challenges proves problematic remains elusive continues to be a struggle growing concern

  • only when P3

Conditional structure 'only when' 设定了 necessary condition for improvement。它 tell readers: success 是 possible,但 requires specific action(comprehensive programs)。这种 language 既 acknowledge difficulty 又 point to solution,是 solution-oriented advocacy 的 hallmark。

同类词 only if not until unless provided that on condition that

GENRE · 速判体裁

30 秒判定这是一篇议论文

体裁决定读法与出题套路。以下判断步骤与标志词全部以本文为例,可直接迁移到其他考研英语 真题文章。

如何快速判断这是一篇议论文?

  1. 开头直陈主张 P1

第1段 开头就说 homeless 问题 has reached such proportions,然后紧接着用 must 这个 modal verb 提出解决方案,这是典型的 argumentative writing pattern。说明文会 explain facts 或 describe processes,新闻报道会 report events objectively,但议论文会 advocate for a position,这里作者明确 advocate federal government 应该采取的 actions。

  2. 证据支撑论点 P2 P3

    第2段 提供了 specific numbers(600,000 to 3 million)和 predictions(nearly 19 million),这些 data points 不是为了 inform readers neutrally,而是为了 substantiate 第1段 的 urgency claim。第3段 进一步 elaborate 问题的 complexity(addiction, mental disorders, lack of skills)来 justify 为什么需要 comprehensive federal programs。这是典型的 evidence-based argumentation。

  3. 呼吁行动方案 P1 P3

整篇文章从 第1段 的 federal government must support 到 第3段 结尾引用专家说 what's needed is a package deal,始终在 push for specific solutions。这种 prescriptive tone 和 solution-oriented approach 是议论文的 hallmark。说明文会 stop at explaining the problem,新闻会 maintain objectivity 不提 personal recommendations。

  4. 论证逻辑完整性 P1 P2 P3

这篇文章完美展现了 argumentative structure:thesis statement with strong stance(federal action needed)→ supporting evidence(rising numbers, program gaps)→ reinforced call to action(comprehensive coordination required)。每个 component 都服务于 persuading readers 接受作者的 proposed solution,而不是 merely explaining homelessness 或 reporting current events。
