Could Food Shortages Bring Down Civilization?

For many years I have studied global agricultural, population, environmental and economic trends and their interactions. The combined effects of those trends and the political tensions they generate point to the breakdown of governments and societies. Yet I, too, have resisted the idea that food shortages could bring down not only individual governments but also our global civilization.

I can no longer ignore that risk. Our continuing failure to deal with the environmental declines that are undermining the world food economy forces me to conclude that such a collapse is possible.

As demand for food rises faster than supplies are growing, the resulting food-price inflation puts severe stress on the governments of many countries. Unable to buy grain or grow their own, hungry people take to the streets. Indeed, even before the steep climb in grain prices in 2008, the number of failing states was expanding. If the food situation continues to worsen, entire nations will break down at an ever increasing rate. In the 20th century the main threat to international security was superpower conflict; today it is failing states.

States fail when national governments can no longer provide personal security, food security and basic social services such as education and health care. When governments lose their control of power, law and order begins to disintegrate. After a point, countries can become so dangerous that food relief workers are no longer safe and their programs are halted. Failing states are of international concern because they are a source of terrorists, drugs, weapons and refugees(难民) threatening political stability everywhere.

The surge in world grain prices in 2007 and 2008—and the threat they pose to food security—has a different, more troubling quality than the increases of the past. During the second half of the 20th century, grain prices rose dramatically several times. In 1972, for instance, the Soviets, recognizing their poor harvest early, quietly cornered the world wheat market. As a result, wheat prices elsewhere more than doubled, pulling rice and corn prices up with them. But this and other price shocks were event-driven—drought in the Soviet Union, crop-shrinking heat in the U.S. Corn Belt. And the rises were short-lived: prices typically returned to normal with the next harvest.

In contrast, the recent surge in world grain prices is trend-driven, making it unlikely to reverse without a reversal in the trends themselves. On the demand side, those trends include the ongoing addition of more than 70 million people a year, a growing number of people wanting to move up the food chain to consume highly grain-intensive meat products, and the massive diversion(转向) of U.S. grain to the production of bio-fuel.

As incomes rise among low-income consumers, the potential for further grain consumption is huge. But that potential pales beside the never-ending demand for crop-based fuels. A fourth of this year's U.S. grain harvest will go to fuel cars.

What about supply? The three environmental trends-the shortage of fresh water, the loss of topsoil and the rising temperatures-are making it increasingly hard to expand the world's grain supply fast enough to keep up with demand. Of all those trends, however, the spread of water shortages poses the most immediate threat. The biggest challenge here is in irrigation, which consumes 70% of the world's fresh water. Millions of irrigation wells in many countries are now pumping water out of underground sources faster than rainfall can refill them. The result is falling water tables(地下水位) in countries with half the world's people, including the three big grain producers—China, India and the U.S.

As water tables have fallen and irrigation wells have gone dry, China's wheat crop, the world's largest, has declined by 8% since it peaked at 123 million tons in 1997. But water shortages are even more worrying in India. Millions of irrigation wells have significantly lowered water tables in almost every state.

As the world's food security falls to pieces, individual countries acting in their own self-interest are actually worsening the troubles of many. The trend began in 2007, when leading wheat-exporting countries such as Russia and Argentina limited or banned their exports, in hopes of increasing local food supplies and thereby bringing down domestic food prices. Vietnam banned its exports for several months for the same reason. Such moves may eliminate the fears of those living in the exporting countries, but they are creating panic in importing countries that must rely on what is then left for export.

In response to those restrictions, grain-importing countries are trying to nail down long-term trade agreements that would lock up future grain supplies. Food-import anxiety is even leading to new efforts by food-importing countries to buy or lease farmland in other countries. In spite of such temporary measures, soaring food prices and spreading hunger in many other countries are beginning to break down the social order.

Since the current world food shortage is trend-driven, the environmental trends that cause it must be reversed. We must cut carbon emissions by 80% from their 2006 levels by 2020, stabilize the world's population at eight billion by 2040, completely remove poverty, and restore forests and soils. There is nothing new about the four objectives. Indeed, we have made substantial progress in some parts of the world on at least one of these—the distribution of family-planning services and the associated shift to smaller families.

For many in the development community, the four objectives were seen as positive, promoting development as long as they did not cost too much. Others saw them as politically correct and morally appropriate. Now a third and far more significant motivation presents itself: meeting these goals may be necessary to prevent the collapse of our civilization. Yet the cost we project for saving civilization would amount to less than $200 billion a year, 1/6 of current global military spending. In effect, our plan is the new security budget.

作者首先 introduce 自己长期研究 global trends 的背景,然后坦承自己过去 resisted 粮食短缺会导致 civilization collapse 这个观点,但现在 can no longer ignore this risk,因为 environmental declines 正在 undermine world food economy,所以 conclude 这种 collapse is possible。

这个 sub-argument 阐述 food-price inflation 如何产生 severe stress on governments。当 demand rises faster than supplies, hungry people 走上街头,导致 failing states expanding。 接着定义 what it means when states fail:无法提供 personal security, food security, basic social services,最终 law and order disintegrates,甚至 food relief programs 被 halted。

通过 concrete details 比如 hungry people taking to streets 和 failing states 的 specific characteristics,作者 demonstrate 粮食问题如何 translate into political instability。

但 recent surge 是 trend-driven,making it unlikely to reverse。Demand side 的 trends 包括:每年新增 70 million people,更多人想 move up food chain 吃 grain-intensive meat,以及 massive diversion 到 bio-fuel production。作者特别强调 crop-based fuels 的 never-ending demand,指出 a fourth of U.S. grain harvest 用于 fuel cars。

这个 sub-argument 通过 historical comparison 来 establish 为什么 this crisis is more threatening。区分 event-driven vs. trend-driven 是 crucial,因为它 explains 为什么 simple solutions won't work。

Supply side 面临 three environmental trends:shortage of fresh water, loss of topsoil, rising temperatures,这些让 grain supply expansion 越来越 hard to keep up with demand。作者强调 water shortages pose the most immediate threat,尤其是 irrigation 消耗 70% of fresh water。Millions of irrigation wells 正在 pump water faster than rainfall can refill,导致 falling water tables in countries with half the world's people,包括 three big grain producers:China, India, U.S.。 China's wheat crop declined by 8% since 1997 peak,India 的 situation 更 worrying。

Water shortage 作为 most immediate threat 的强调,给 argument 增加了 urgency。

当 world's food security falls to pieces, individual countries acting in self-interest 实际上 worsening the troubles。这个 trend began in 2007,leading exporters 比如 Russia and Argentina limited or banned exports 来 bring down domestic prices。Vietnam 也 banned exports for several months。这些 moves 虽然 eliminate fears in exporting countries,但 creating panic in importing countries。作为 response,grain-importing countries 试图 nail down long-term trade agreements 或者 buy/lease farmland in other countries。但 despite such temporary measures, soaring food prices and spreading hunger 开始 break down social order。

Export bans 和 land grabs 不仅 fail to solve problems,反而 accelerate breakdown。这 deepens the argument 从 environmental causes 到 political dynamics, showing how human responses can make things worse。

作者明确指出 since current shortage is trend-driven,必须 reverse the environmental trends。提出 four objectives:cut carbon emissions by 80% by 2020,stabilize population at 8 billion by 2040,completely remove poverty, restore forests and soils。 但现在有 third and far more significant motivation:meeting these goals may be necessary to prevent civilization collapse。最后强调 cost 不到 200 billion per year,只是 current military spending 的 1/6,将这个 plan 定位为 new security budget。

通过 specific targets 和 cost comparison,作者 make the solution seem achievable。Reframing these goals as security budget 而非 development cost 是 rhetorical strategy,强调 existential stakes。

每段会 address one aspect of the problem(demand-side、supply-side、political consequences),共同 support the overarching thesis。

议论文的 conclusion 不只是 summary,更是 culmination of the argument。作者会 shift from analysis to prescription,用 'must'、'necessary' 等 imperative language 来 emphasize urgency。Solution 的提出 confirms the severity of the problem described earlier。

议论文的主旨是 complete argument in miniature,必须 capture both the 'what'(problem)和 'so what'(implications and solutions)。好的主旨总结会 reflect the author's progression from observation to urgent call for action, showing both analytical depth 和 prescriptive intent。

MAIN IDEA ·

The author argues that trend-driven global food shortages, caused by rising demand and environmental degradation, threaten to trigger widespread state failures and civilizational collapse. Reversing this requires urgent action on carbon emissions, population stabilization, poverty elimination, and environmental restoration at a fraction of current military spending.

从 causality 看,government control 的 loss 导致了 law and order 的 disintegrate;从 morphology 看,dis- prefix 将 integrate 的 meaning reverse 了;从 logical progression 看,disintegrate 描述的是从 stability 到 chaos 的 transitional stage。

将三条线索综合起来分析:surge 在文中与 dramatic rises 并列,但又被特别强调为 trend-driven 而非 event-driven,suggesting 它描述的是 more powerful and sustained increase;它与 short-lived rises 形成 contrast,说明 surge 具有 lasting impact;它 poses threat 并且 unlikely to reverse,表明 surge 的 magnitude 足以 create systemic problems。

从 discourse structure 看,but 引入的 turn 表明 pale 描述的是 preceding statement 的 downgrade;从 prepositional collocation 看,pale beside 的 structure 表示一种 comparative relationship where 前者 appears diminished;从 subsequent evidence 看,bio-fuel demand 的 concrete scale 证实了 food consumption potential 的 relative insignificance。

将三条 clues 整合:从 causality 看,Soviets 的 action 导致了 global price surge,说明他们获得了 significant market power;从 strategic behavior 看,他们 quietly 且 early 采取行动,说明这是 deliberate attempt to gain control;从 metaphorical meaning 看,corner 的 spatial connotation 暗示 trapping 或 monopolizing。这些线索converge to:cornered the market 表示通过 large-scale buying 获得了 dominant market position。

信号词 for instance for example such as take...as an example consider the case of to illustrate a case in point

首先 state your general claim,然后用 transitional phrase 引入 example,接着 explain 这个 example 如何 demonstrate your point,最后 connect back 到 main argument。 [General statement]. For instance, [specific example with details]. This example demonstrates that [explanation of relevance]..."

    P5 P6

    第5段 和 第6段 形成了强烈的 contrast:past price shocks 是 "event-driven" 和 "short-lived",而 current crisis 是 "trend-driven" 和 unlikely to reverse。

信号词 in contrast however whereas while on the other hand unlike conversely but yet

In the past, [situation A] was characterized by [features]. In contrast, today's [situation B] exhibits [different features]. This shift from...to... suggests that [implication]..."

    P3 P6 P8 P10

全文充满 causal chains,最典型的在 第3段:rising demand exceeds supply growth → food-price inflation → stress on governments → hungry people 上街 → states failing。这个 chain of causation 展示了 domino effect,让 readers 理解 food shortage 如何 escalate into political collapse。因果论证贯穿文章各处,例如 第8段 中 environmental trends → harder to expand grain supply,第10段 中 export restrictions → panic in importing countries。

信号词 as a result consequently therefore thus hence because since due to leads to causes forces resulting in

When [cause], [immediate effect] occurs. As a result, [secondary effect]. The resulting [consequence] forces [final outcome], which ultimately leads to [conclusion]..."

    P2 P4 P11

第2段 中 "the environmental declines that are undermining the world food economy" 使用了 "undermine" 这个 metaphorical verb,原意是在地基下挖掘导致 structure collapse,这里比喻 environmental problems 正在 eroding 粮食经济的 foundation。第11段 中 "nail down long-term trade agreements" 和 "lock up future grain supplies" 也是 metaphors,用物理上的 securing actions 来描述 contractual arrangements,暗示 desperate attempts to create certainty。这些 figurative expressions 让 abstract economic and political processes 变得 vivid and tangible。

模版:使用 action verbs with metaphorical extensions ("erode confidence", "fuel tensions", "bridge differences") 或 "[abstract noun] is [concrete noun]" structures,但要 subtle 地嵌入 context 中,不需要 explicit "like" or "as"。

    P4 P12

第12段 中 "cut carbon emissions by 80% from their 2006 levels by 2020, stabilize the world's population at eight billion by 2040, completely remove poverty, and restore forests and soils" 是经典的 parallel structure,四个 action items 用相同的 verb phrase pattern 排列。 它暗示这些 objectives 是 equally important and interconnected,同时通过 structural repetition 增强 memorability 和 persuasive force,使 call to action 显得 urgent and achievable。

    信号词 and or , both...and not only...but also either...or neither...nor

模版:"We must [verb1] [object1], [verb2] [object2], [verb3] [object3], and [verb4] [object4]." 或 "The consequences include [noun phrase1], [noun phrase2], and [noun phrase3]..."

    P3

第3段 的结尾句 "In the 20th century the main threat to international security was superpower conflict; today it is failing states" 将 past threat (superpower conflict) 和 present threat (failing states) 进行 parallel positioning,暗示它们在 functional role 上是 analogous—都是 dominant security concerns of their respective eras。

信号词 just as similarly likewise in the same way analogous to comparable to parallel to mirrors resembles

仿写: 构建类比时要选择 source domain that your audience knows well。 Just as [familiar situation A] leads to [outcome X], [current situation B] will result in [parallel outcome Y]." 或 "The relationship between [A] and [B] mirrors that between [C] and [D], suggesting that [implication]..."

    P1
Yet I, too, have resisted the idea that food shortages could bring down not only individual governments but also our global civilization.

Yet I, too, have resisted yet however but nevertheless admittedly granted

    P2
forces me to conclude that such a collapse is possible.

因果推论与情态类 forces me to conclude force compel lead to necessitate inevitably

    P3
In the 20th century the main threat to international security was superpower conflict; today it is failing states.

对比类 was... today it is instead of rather than formerly whereas no longer... but

言外之意是传统的 military defense 已经 out of date 了。

    P6
In contrast, the recent surge in world grain prices is trend-driven, making it unlikely to reverse without a reversal in the trends themselves.

In contrast... trend-driven in contrast unlike distinguish differ from

    P13
the cost we project for saving civilization would amount to less than $200 billion a year, 1/6 of current global military spending.

1/6 of current global military spending only a fraction of compared with amount to less than merely

AUTHOR ATTITUDE ·

结论先行:本文作者态度为消极批判( Grave concern with an urgent call to action)。

  • can no longer ignore P2

同类词 forces me to conclude cannot deny I can no longer resist

  • collapse P2

  • troubling P5

  • panic P10

  • must P12

同类词 have to need to necessary

    在 第1段 和 第2段 中,作者用 first-person perspective(I have studied, I have resisted, I can no longer ignore)来 present 他的 concern 和 conclusion。这种 explicit personal position 是 argumentation 的典型 marker,而 expository writing 通常保持 objective tone,news reports 则 focus on factual events 而非 author's opinion。

  2. 作者在 第2段 提出 central claim:'such a collapse is possible',然后在 第3段 到 第11段 systematically 展开 supporting arguments(food price inflation 导致 government instability,environmental trends 限制 supply,国际 responses 加剧 crisis)。 说明文是 explain how things work,新闻是 report what happened,都没有这种 deliberate persuasive logic。

在 第12段 和 第13段,作者 explicitly 提出 solutions('We must cut carbon emissions by 80%','stabilize the world's population')并 emphasize urgency('may be necessary to prevent the collapse of our civilization')。

I conclude that collapse is possible'(personal position),在 middle 用 environmental trends 和 international responses 作为 interconnected evidence chain(systematic reasoning),在 end 提出'We must cut emissions by 80%'(prescriptive solution)。三个 elements 完整构成 argumentative framework, clearly distinguish it from exposition(缺少 author stance)和 news report(缺少 persuasive purpose)。

  • I can no longer ignore P2 观点引导词(第一人称认知立场词) I conclude I have resisted the idea I believe In my view I would argue
  • must P12 立场表态词(情态动词表义务/号召) should have to need to it is necessary to ought to
  • In contrast P6 论证逻辑连接词(对比转折类) But Yet However Nevertheless Although
  • As a result P5 论证逻辑连接词(因果推论类) Indeed Therefore Thus Hence Consequently
  • What about supply? Why...? How...? Could...? Is it possible that...?
