Text 4
P1Though often viewed as a problem for western states, the growing frequency of wildfires is a national concern because of its impact on federal tax dollars, says Professor Max Moritz, a specialist in fire ecology and management.

P2In 2015, the US Forest Service for the first time spent more than half of its $5.5 billion annual budget fighting fires – nearly double the percentage it spent on such efforts 20 years ago. In effect, fewer federal funds today are going towards the agency's other work – such as forest conservation, watershed and cultural resources management, and infrastructure upkeep – that affect the lives of all Americans.

P3Another nationwide concern is whether public funds from other agencies are going into construction in fire-prone districts. As Moritz puts it, how often are federal dollars building homes that are likely to be lost to a wildfire?

P4"It's already a huge problem from a public expenditure perspective for the whole country," he says. "We need to take a magnifying glass to that. Like, 'Wait a minute, is this OK?' Do we want instead to redirect those funds to concentrate on lower-hazard parts of the landscape?"

P5Such a view would require a corresponding shift in the way US society today views fire, researchers say.

P6For one thing, conversations about wildfires need to be more inclusive. Over the past decade, the focus has been on climate change – how the warming of the Earth from greenhouse gases is leading to conditions that worsen fires.

P7While climate is a key element, Moritz says, it shouldn't come at the expense of the rest of the equation.

P8"The human systems and the landscapes we live on are linked, and the interactions go both ways," he says. Failing to recognize that, he notes, leads to "an overly simplified view of what the solutions might be. Our perception of the problem and of what the solution is becomes very limited."

P9At the same time, people continue to treat fire as an event that needs to be wholly controlled and unleashed only out of necessity, says Professor Balch at the University of Colorado. But acknowledging fire's inevitable presence in human life is an attitude crucial to developing the laws, policies, and practices that make it as safe as possible, she says.

P10"We've disconnected ourselves from living with fire," Balch says. "It is really important to understand and try and tease out what is the human connection with fire today."

36.
More frequent wildfires have become a national concern because in 2015 they____.
[ A ]exhausted unprecedented management efforts
[ B ]consumed a record-high percentage of budget
[ C ]severely damaged the ecology of western states
[ D ]caused a huge rise of infrastructure expenditure

B(细节题)

P2

In 2015, the US Forest Service for the first time spent more than half of its $5.5 billion annual budget fighting fires – nearly double the percentage it spent on such efforts 20 years ago.

    • for the first time spent more than half of its $5.5 billion annual budgetconsumed a record-high percentage of budget

原文说fewer federal funds today are going towards the agency's other work – such as ... infrastructure upkeep,基建维护是被挤占下降的方向,D却说基建支出huge rise,与原文完全相反。

37.
Moritz calls for the use of "a magnifying glass" to____.
[ A ]raise more funds for fire-prone areas
[ B ]avoid the redirection of federal money
[ C ]find wildfire-free parts of the landscape
[ D ]guarantee safer spending of public funds

Moritz

D(细节题)

题干calls for the use of "a magnifying glass" to____问的是Moritz为何要拿放大镜——答案是他紧接着说出的具体目的,属客观陈述。

P4

We need to take a magnifying glass to that. Like, 'Wait a minute, is this OK?' Do we want instead to redirect those funds to concentrate on lower-hazard parts of the landscape?

    原文目的是把钱从火险区redirect出去,A却说raise more funds for fire-prone areas——为火险区筹更多钱,方向与原文完全相反。

avoid the redirection of federal money说"避免重新分配",但Moritz恰恰主张redirect those funds——B把他要做的事变成了他要避免的事,正话反说。

    • redirect those funds to concentrate on lower-hazard parts of the landscapeguarantee safer spending of public funds
    • Wait a minute, is this OK?guarantee safer spending of public funds

38.
While admitting that climate is a key element, Moritz notes that____.
[ A ]public debates have not settled yet
[ B ]fire-fighting conditions are improving
[ C ]other factors should not be overlooked
[ D ]a shift in the view of fire has taken place

C(细节题)

While admitting that climate is a key element, Moritz notes that____

While admitting that climate is a key element是while引导的让步状语从句(that引导admitting的宾语从句),主句是Moritz notes that____(notes后接that宾语从句,从句即空格内容);让步部分让出"climate重要",主句必反向强调"还有别的",结构是典型的让步-转折。

P7

While climate is a key element, Moritz says, it shouldn't come at the expense of the rest of the equation.

public debates have not settled yet谈的是"公众辩论尚无定论"——这是原文从未出现过的话题,与Moritz的让步-转折毫无关系。

    • it shouldn't come at the expense of the rest of the equationother factors should not be overlooked

预判要的"其余因素也不能丢",只有C用other factors should not be overlooked精准对应;其他三项都换了话题。

a shift in the view of fire has taken place说"火灾观的转变已经发生",但原文Such a view would require a corresponding shift用的是would require(需要),是"尚未发生、有待发生"——D把虚拟/未然写成了完成时已然。

39.
The overly simplified view Moritz mentions is a result of failing to____.
[ A ]discover the fundamental makeup of nature
[ B ]explore the mechanism of the human systems
[ C ]maximize the role of landscape in human life
[ D ]understand the interrelations of man and nature

Moritz

D(细节题)

The overly simplified view ... is a result of failing to____,Moritz mentions是省略that的定语从句修饰view(the view (that) Moritz mentions),failing to____是动名词短语作of的宾语;空格填一个动词短语,表达"未能做到什么"。

P8

The human systems and the landscapes we live on are linked, and the interactions go both ways, he says. Failing to recognize that, he notes, leads to "an overly simplified view of what the solutions might be."

explore the mechanism of the human systems只谈"探究人类系统的机制",原文强调的是human systems与landscapes之间的双向互动——B少了landscapes/nature这一极,是以偏概全。

    • The human systems and the landscapes we live on are linkedunderstand the interrelations of man and nature
    • Failing to recognize thatfailing to ... understand

40.
Professor Balch points out that fire is something man should____.
[ A ]do away with
[ B ]come to terms with
[ C ]pay a price for
[ D ]keep away from

Balch

  • A) 摒弃
B(细节题)

题干Professor Balch points out that fire is something man should____问Balch明确指出的具体态度,答案是她原文里关于火的客观主张。

主干Professor Balch points out that fire is something man should____,points out后接that宾语从句;从句里fire是主语,is something是系表,man should____是省略that/which的定语从句修饰something(fire是some thing (that) man should…);空格填介词短语,表达man对fire应采取的态度。

P9

But acknowledging fire's inevitable presence in human life is an attitude crucial to developing the laws, policies, and practices that make it as safe as possible, she says.

    do away with字面意为"彻底消除",原文fire's inevitable presence强调火的不可避免,根本不可能消除——A是Balch否定的"完全控制"立场,与她的主张正相反。

  • B)✓ 正确
    • acknowledging fire's inevitable presence in human lifecome to terms with
    • We've disconnected ourselves from living with firecome to terms with

    pay a price for意为"为……
