Text 3
P1In recent years, railroads have been combining with each other, merging into supersystems, causing heightened concerns about monopoly. As recently as 1995, the top four railroads accounted for under 70 percent of the total ton-miles moved by rails. Next year, after a series of mergers is completed, just four railroads will control well over 90 percent of all the freight moved by major rail carriers.

P2Supporters of the new supersystems argue that these mergers will allow for substantial cost reductions and better coordinated service. Any threat of monopoly, they argue, is removed by fierce competition from trucks. But many shippers complain that for heavy bulk commodities traveling long distances, such as coal, chemicals, and grain, trucking is too costly and the railroads therefore have them by the throat.

P3The vast consolidation within the rail industry means that most shippers are served by only one rail company. Railroads typically charge such "captive" shippers 20 to 30 percent more than they do when another railroad is competing for the business. Shippers who feel they are being overcharged have the right to appeal to the federal government's Surface Transportation Board for rate relief, but the process is expensive, time consuming, and will work only in truly extreme cases.

P4Railroads justify rate discrimination against captive shippers on the grounds that in the long run it reduces everyone's cost. If railroads charged all customers the same average rate, they argue, shippers who have the option of switching to trucks or other forms of transportation would do so, leaving remaining customers to shoulder the cost of keeping up the line. It's a theory to which many economists subscribe, but in practice it often leaves railroads in the position of determining which companies will flourish and which will fail. "Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?" asks Martin Bercovici, a Washington lawyer who frequently represents shippers.

P5Many captive shippers also worry they will soon be hit with a round of huge rate increases. The railroad industry as a whole, despite its brightening fortunes, still does not earn enough to cover the cost of the capital it must invest to keep up with its surging traffic. Yet railroads continue to borrow billions to acquire one another, with Wall Street cheering them on. Consider the $10.2 billion bid by Norfolk Southern and CSX to acquire Conrail this year. Conrail's net railway operating income in 1996 was just $427 million, less than half of the carrying costs of the transaction. Who's going to pay for the rest of the bill? Many captive shippers fear that they will, as Norfolk Southern and CSX increase their grip on the market.

31.
According to those who support mergers, railway monopoly is unlikely because____.
[ A ]cost reduction is based on competition.
[ B ]services call for cross-trade coordination.
[ C ]outside competitors will continue to exist.
[ D ]shippers will have the railway by the throat.

C(细节题)

According to those who support mergers, railway monopoly is unlikely because 是"按某人观点 + because"句式,答案在原文里有原句可对,不需推理。

According to those who support mergers 是介词短语作整句状语,限定下文 because 之后的内容必须是"支持者一方"给出的理由——一旦把这层归属吃丢,就会把反对方的话当成支持方的话写进答案。

P2

Any threat of monopoly, they argue, is removed by fierce competition from trucks.

    • fierce competition from trucksoutside competitors will continue to exist

预判要的是"还有铁路之外的对手在",C 项 outside competitors will continue to exist 字面就是这一意思——把 trucks 上位为 outside competitors、把 fierce competition 转写为 will continue to exist,与定位句一一对应。

shippers will have the railway by the throat 把第 2 段后半句 the railroads therefore have them by the throat 颠倒过来——原文是"铁路扼住货主咽喉"且出自反对派之口,与支持方立场无关;既错主体又错归属。

32.
What is many captive shippers' attitude towards the consolidation in the rail industry?
[ A ]Indifferent.
[ B ]Supportive.
[ C ]Indignant.
[ D ]Apprehensive.

D(态度题)

What is many captive shippers’ attitude

What is many captive shippers’ attitude towards the consolidation in the rail industry? 是 What is X’s attitude towards Y

    • Many captive shippers also worry they will soon be hit with a round of huge rate increasesApprehensive
    • Many captive shippers fear that they will, as Norfolk Southern and CSX increase their grip on the marketApprehensive

33.
It can be inferred from paragraph 3 that____.
[ A ]shippers will be charged less without a rival railroad.
[ B ]there will soon be only one railroad company nationwide.
[ C ]overcharged shippers are unlikely to appeal for rate relief.
[ D ]a government board ensures fair play in railway business.

C(推断题)

It can be inferred from paragraph 3 that 明确要求基于第 3 段做推断。

题干 It can be inferred from paragraph 3 that 用形式主语 it + 不定式被动 to be inferred, from paragraph 3 限定推理材料只能取自第 3 段,that 后接待补完整句。

P3

Shippers who feel they are being overcharged have the right to appeal to the federal government's Surface Transportation Board for rate relief, but the process is expensive, time consuming, and will work only in truly extreme cases.

Railroads typically charge such "captive" shippers 20 to 30 percent more than they do when another railroad is competing for the business 20-30%",shippers will be charged less without a rival railroad 恰好反过来——"没有对手反而少收"。

原文 most shippers are served by only one rail company 只说大多数货主对接一家铁路,并未说全国只剩一家铁路;there will soon be only one railroad company nationwide 从"个体层面只对接一家"跳到"国家层面只剩一家",跨了好几步,且加了 soon 这种未来时间词,全无原文支撑。

  • C)✓ 正确
    • the process is expensive, time consuming, and will work only in truly extreme casesovercharged shippers are unlikely to appeal for rate relief
    • Shippers who feel they are being overchargedovercharged shippers

原文对联邦委员会的描述是 expensive, time consuming, and will work only in truly extreme cases,整体语气是"申诉机制基本无效";a government board ensures fair play in railway business 反过来夸它"保障公平",立场反转。

34.
The word "arbiters"(line 7, paragraph 4) most probably refers to those____.
[ A ]who work as coordinators.
[ B ]who function as judges.
[ C ]who supervise transactions.
[ D ]who determine the price.

B(词义句意题)

The word "arbiters" … most probably refers to 是典型词义题问法。

题干 The word "arbiters"(line 7, paragraph 4) most probably refers to those 主干是

P4

but in practice it often leaves railroads in the position of determining which companies will flourish and which will fail. "Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?" asks Martin Bercovici, a Washington lawyer who frequently represents shippers.

    who work as coordinators

    • determining which companies will flourish and which will failwho function as judges
    • the arbiters of who wins and who loses in the marketplacejudges

    预判要的是"裁定胜负者",B 项 who function as judges 一字命中。

who supervise transactions 把 arbiters 解为"监督交易者",但定位句强调的是"决定 who wins and who loses"——是裁断者,不是监督者;supervise 是过程性监管,与"判生死"语义场不重合。

who determine the price

35.
According to the text, the cost increase in the rail industry is mainly caused by____.
[ A ]the continuing acquisition.
[ B ]the growing traffic.
[ C ]the cheering Wall Street.
[ D ]the shrinking market.

A(细节题)

According to the text, the cost increase in the rail industry is mainly caused by 要求按原文复述成本上升的主因,是 According to + caused by 的因果细节题。

题干 the cost increase in the rail industry is mainly caused by 是被动语态加 by 短语留空,主语 the cost increase 是"待解释结果",by 后面要填的是"主因",mainly 是限定副词、压住选项只能是主因;考生若把 mainly 读漏,看到任何沾边因素都会觉得对。

P5

The railroad industry as a whole, despite its brightening fortunes, still does not earn enough to cover the cost of the capital it must invest to keep up with its surging traffic. Yet railroads continue to borrow billions to acquire one another, with Wall Street cheering them on.

  • A)✓ 正确
    • railroads continue to borrow billions to acquire one anotherthe continuing acquisition
    • Conrail's net railway operating income in 1996 was just $427 million, less than half of the carrying costs of the transactionacquisition

  • B)mainly

the cheering Wall Street 取自 with Wall Street cheering them on——华尔街只是在旁鼓劲,是并购行为的助推者,而不是"成本上升"的直接来源;并购本身才是直接花钱方。

原文 its surging traffic 显示运量在增长、不是萎缩;the shrinking market 直接反向。
