Text 1
P1Financial regulators in Britain have imposed a rather unusual rule on the bosses of big banks. Starting next year, any guaranteed bonus of top executives could be delayed 10 years if their banks are under investigation for wrongdoing. The main purpose of this "clawback" rule is to hold bankers accountable for harmful risk-taking and to restore public trust in financial institutions. Yet officials also hope for a much larger benefit: more long-term decision-making, not only by banks but by all corporations, to build a stronger economy for future generations.

P2"Short-termism" or the desire for quick profits, has worsened in publicly traded companies, says the Bank of England's top economist, Andrew Haldane. He quotes a giant of classical economics, Alfred Marshall, in describing this financial impatience as acting like "children who pick the plums out of their pudding to eat them at once" rather than putting them aside to be eaten last.

P3The average time for holding a stock in both the United States and Britain, he notes, has dropped from seven years to seven months in recent decades. Transient investors, who demand high quarterly profits from companies, can hinder a firm's efforts to invest in long-term research or to build up customer loyalty. This has been dubbed "quarterly capitalism."

P4In addition, new digital technologies have allowed more rapid trading of equities, quicker use of information, and thus shorter attention spans in financial markets. "There seems to be a predominance of short-term thinking at the expense of long-term investing," said Commissioner Daniel Gallagher of the US Securities and Exchange Commission in a speech this week.

P5In the US, the Sarbanes-Oxley Act of 2002 has pushed most public companies to defer performance bonuses for senior executives by about a year, slightly helping reduce "short-termism." In its latest survey of CEO pay, The Wall Street Journal finds that "a substantial part" of executive pay is now tied to performance.

P6Much more could be done to encourage "long-termism," such as changes in the tax code and quicker disclosure of stock acquisitions. In France, shareholders who hold onto a company investment for at least two years can sometimes earn more voting rights in a company.

P7Within companies, the right compensation design can provide incentives for executives to think beyond their own time at the company and on behalf of all stakeholders. Britain's new rule is a reminder to bankers that society has an interest in their performance, not just for the short term but for the long term.

21.
According to Paragraph 1, one motive in imposing the new rule is to____
[ A ]enhance bankers' sense of responsibility.
[ B ]help corporations achieve larger profits.
[ C ]build a new system of financial regulation.
[ D ]guarantee the bonuses of top executives.

A(细节题)

According to Paragraph 1, one motive in imposing the new rule is to____ 把范围直接锁在一段之内,问一个具体动机——典型的段内细节题。

介词短语 in imposing the new rule 修饰 motive,说明动机针对的是哪件事。

P1

The main purpose of this "clawback" rule is to hold bankers accountable for harmful risk-taking and to restore public trust in financial institutions.

  • A)✓ 正确
    • hold bankers accountable for harmful risk-takingenhance bankers' sense of responsibility

原文是 any guaranteed bonus of top executives could be delayed 10 years——奖金被「延迟」发放,是约束高管的手段,目的恰恰是让他们忌惮,而不是去「保障」他们的奖金。

22.
Alfred Marshall is quoted to indicate____
[ A ]the conditions for generating quick profits.
[ B ]governments' impatience in decision-making.
[ C ]the solid structure of publicly traded companies.
[ D ]"short-termism" in economic activities.

D(例证目的题)

Alfred Marshall is quoted to indicate____,主语是被引者本人,is quoted 是被动谓语,to indicate 是不定式做目的状语,问的是「谁引他、为了表明什么」。

P2

"Short-termism" or the desire for quick profits, has worsened in publicly traded companies, says the Bank of England's top economist, Andrew Haldane. He quotes a giant of classical economics, Alfred Marshall, in describing this financial impatience as acting like "children who pick the plums out of their pudding to eat them at once" rather than putting them aside to be eaten last.

    • "Short-termism" or the desire for quick profits, has worsened in publicly traded companies"short-termism" in economic activities

23.
It is argued that the influence of transient investment on public companies can be____
[ A ]indirect.
[ B ]adverse.
[ C ]minimal.
[ D ]temporary.

  • A) 间接的。
  • B) 不利的。
  • C) 极小的。
  • D) 暂时的。
B(推断题)

It is argued that the influence of transient investment on public companies can be____ 的 argued 加 can be,把客观陈述转成「作者立场—判断」问法,需对定位句的情感极性做一步推断。

形式主语句:It is argued that... 中 It 是形式主语,that 从句是真主语;从句主干 the influence ... can be____,两个介词短语 of transient investment 和 on public companies 分别说明「谁的影响」和「作用于谁」,待填位置是表语形容词。

P3

Transient investors, who demand high quarterly profits from companies, can hinder a firm's efforts to invest in long-term research or to build up customer loyalty.

Transient investors ... can hinder a firm's efforts

    • can hinder a firm's efforts to invest in long-term research or to build up customer loyaltyadverse

The average time for holding a stock in both the United States and Britain ... has dropped from seven years to seven months in recent decades——

24.
The US and France examples are used to illustrate____
[ A ]the obstacles to preventing "short-termism".
[ B ]the significance of long-term thinking.
[ C ]the approaches to promoting "long-termism".
[ D ]the prevalence of short-term thinking.

C(例证目的题)

The US and France examples are used to illustrate____ 直问举例的目的,与 22 题同型。

The US and France examples are used to illustrate____,主语是两个并列专名做定语的 examples, are used 是被动谓语,to illustrate 是不定式做目的状语;待填部分是 illustrate 的宾语,即「举例所服务的论点」。

P6

Much more could be done to encourage "long-termism," such as changes in the tax code and quicker disclosure of stock acquisitions. In France, shareholders who hold onto a company investment for at least two years can sometimes earn more voting rights in a company.

    • Much more could be done to encourage "long-termism"the approaches to promoting "long-termism"

25.
Which of the following would be the best title for the text?
[ A ]Failure of Quarterly Capitalism
[ B ]Patience as a Corporate Virtue
[ C ]Decisiveness Required of Top Executives
[ D ]Frustration of Risk-taking Bankers

B(主旨题)

Which of the following would be the best title for the text?

Which of the following would be the best title for the text?,主语 Which,谓语 would be,表语 the best title,of the following 是 Which 的后置定语限定选项范围。

(This has been dubbed "quarterly capitalism."

    • Yet officials also hope for a much larger benefit: more long-term decision-makingPatience as a Corporate Virtue
    • not just for the short term but for the long termPatience as a Corporate Virtue

原文核心是「耐心地等待长期回报」,financial impatience 与 children who pick the plums out of their pudding to eat them at once 都在批「急着拿」——倡导的恰恰是 patience 而不是 decisiveness。

原文 any guaranteed bonus of top executives could be delayed 10 years if their banks are under investigation for wrongdoing 是要约束银行家,作者立场也是支持约束,根本没有为银行家「挫败感」代言。
