P1The relationship between formal education and economic growth in poor countries is widely misunderstood by economists and politicians alike. Progress in both areas is undoubtedly necessary for the social, political, and intellectual development of these and all other societies; however, the conventional view that education should be one of the very highest priorities for promoting rapid economic development in poor countries is wrong. We are fortunate that it is, because building new educational systems there and putting enough people through them to improve economic performance would require two or three generations. The findings of a research institution have consistently shown that workers in all countries can be trained on the job to achieve radically higher productivity and, as a result, radically higher standards of living.

P2Ironically, the first evidence for this idea appeared in the United States. Not long ago, with the country entering a recession and Japan at its pre-bubble peak, the U.S. workforce was derided as poorly educated and one of the primary causes of the poor U.S. economic performance. Japan was, and remains, the global leader in automotive-assembly productivity. Yet the research revealed that the U.S. factories of Honda, Nissan, and Toyota achieved about 95 percent of the productivity of their Japanese counterparts – a result of the training that U.S. workers received on the job.

P3More recently, while examining housing construction, the researchers discovered that illiterate, non-English-speaking Mexican workers in Houston, Texas, consistently met best-practice labor productivity standards despite the complexity of the building industry's work.

P4What is the real relationship between education and economic development? We have to suspect that continuing economic growth promotes the development of education even when governments don't force it. After all, that's how education got started. When our ancestors were hunters and gatherers 10,000 years ago, they didn't have time to wonder much about anything besides finding food. Only when humanity began to get its food in a more productive way was there time for other things.

P5As education improved, humanity's productivity potential increased as well. When the competitive environment pushed our ancestors to achieve that potential, they could in turn afford more education. This increasingly high level of education is probably a necessary, but not a sufficient, condition for the complex political systems required by advanced economic performance. Thus poor countries might not be able to escape their poverty traps without political changes that may be possible only with broader formal education. A lack of formal education, however, doesn't constrain the ability of the developing world's workforce to substantially improve productivity for the foreseeable future. On the contrary, constraints on improving productivity explain why education isn't developing more quickly there than it is.

31.
The author holds in Paragraph 1 that the importance of education in poor countries____
[ A ]is subject to groundless doubts.
[ B ]has fallen victim of bias.
[ C ]is conventionally downgraded.
[ D ]has been overestimated.

D(细节题)

The author holds in Paragraph 1 that the importance of education in poor countries

The author holds in Paragraph 1 that the importance of education in poor countries____ 是不完整陈述句,选项是它的延续;主干 The author holds that...,that 从句的主语是 the importance of education in poor countries,谓语在四个选项里。

P1

however, the conventional view that education should be one of the very highest priorities for promoting rapid economic development in poor countries is wrong.

原文 education should be one of the very highest priorities 显示传统观点是把教育看得「高」,C 项却说 is conventionally downgraded(按传统被低估),方向反了。

  • D)✓ 正确
    • the conventional view that education should be one of the very highest priorities for promoting rapid economic development in poor countries is wronghas been overestimated

32.
It is stated in Paragraph 1 that the construction of a new educational system____
[ A ]challenges economists and politicians.
[ B ]takes efforts of generations.
[ C ]demands priority from the government.
[ D ]requires sufficient labor force.

B(细节题)

It is stated in Paragraph 1 that

It is stated in Paragraph 1 that the construction of a new educational system____ 形式主语 It,真正主语是 that 从句;从句主语 the construction of a new educational system,谓语在选项里。

P1

We are fortunate that it is, because building new educational systems there and putting enough people through them to improve economic performance would require two or three generations.

    • would require two or three generationstakes efforts of generations

四个选项中只有 takes efforts of generations 与「two or three generations」直接对应,预判与选项一一锁定。

作者主张教育不该被列为穷国最高优先级,the conventional view that education should be one of the very highest priorities ... is wrong,C 项却说新建教育系统「要求政府优先」,正好反了。

33.
A major difference between the Japanese and U.S. workforces is that____
[ A ]the Japanese workforce is better disciplined.
[ B ]the Japanese workforce is more productive.
[ C ]the U.S. workforce has a better education.
[ D ]the U.S. workforce is more organized.

B(细节题)

A major difference between the Japanese and U.S. workforces is that____ 问的是两国劳动力之间一个可在文中读出的客观差异。

A major difference between the Japanese and U.S. workforces is that____ 主干为 A difference is that...,is 后的 that 从句被选项补完;between...

P2

Japan was, and remains, the global leader in automotive-assembly productivity.

    • Japan was, and remains, the global leader in automotive-assembly productivitythe Japanese workforce is more productive

四个选项里只有 the Japanese workforce is more productive 直接谈生产率高低,与预判一致。

原文 the U.S. workforce was derided as poorly educated 明说美国工人被讥为受教育差,C 项却说 the U.S. workforce has a better education,方向反了。

34.
The author quotes the example of our ancestors to show that education emerged____
[ A ]when people had enough time.
[ B ]prior to better ways of finding food.
[ C ]when people no longer went hungry.
[ D ]as a result of pressure on government.

A(例证目的题)

The author quotes the example of our ancestors to show that 含 quote the example...to show,标准的例证目的题问法。

The author quotes the example of our ancestors to show that education emerged____ 主干为 The author quotes ... to show that...;to show 是目的状语;that 从句被选项延续。

P4

When our ancestors were hunters and gatherers 10,000 years ago, they didn't have time to wonder much about anything besides finding food. Only when humanity began to get its food in a more productive way was there time for other things.

  • A)✓ 正确
    • Only when humanity began to get its food in a more productive way was there time for other thingswhen people had enough time

35.
According to the last paragraph, development of education____
[ A ]results directly from competitive environments.
[ B ]does not depend on economic performance.
[ C ]follows improved productivity.
[ D ]cannot afford political changes.

C(细节题)

According to the last paragraph, development of education____ 含 according to + 段落,属段内事实题。

According to the last paragraph, development of education____ According to...

P5

As education improved, humanity's productivity potential increased as well. When the competitive environment pushed our ancestors to achieve that potential, they could in turn afford more education. ... constraints on improving productivity explain why education isn't developing more quickly there than it is.

When the competitive environment pushed our ancestors to achieve that potential, they could in turn afford more education 中,competitive environment 直接作用于生产率潜能的实现,再「反过来」(in turn)才促成教育;A 项 results directly from competitive environments 把竞争环境写成教育发展的「直接」原因,跳过了「生产率」这一中介。

末段全段都在强调教育发展依赖生产率(经济表现)的改善,constraints on improving productivity explain why education isn't developing more quickly 直接把教育发展归因于生产率;B 项却说教育发展 does not depend on economic performance,方向反了。

  • C)✓ 正确
    • they could in turn afford more educationfollows improved productivity
    • constraints on improving productivity explain why education isn't developing more quickly there than it isfollows improved productivity

原文 they could in turn afford more education 说人们「负担得起教育」,并未说教育「负担不起政治变革」cannot afford political changes——afford 的主语和宾语都被换。
