Text 4
P1The miracle of the Chesapeake Bay lies not in its depths, but in the complexity of its natural construction, the interaction of fresh and saline waters, and the mix of land and water. The shallows provide homes for hundreds of species while storing floodwaters, filtering pollutants from water, and protecting nearby communities from potentially destructive storm surges.

Chesapeake Bay

P2All this was put at great risk late last month, when the U.S. Supreme Court issued a ruling in an Idaho case that provides the U.S. Environmental Protection Agency (EPA) far less authority to regulate wetlands and waterways. Specifically, a 5-4 majority decided that wetlands protected by the EPA under its Clean Water Act authority must have a "continuous surface connection" to bodies of water. This narrowing of the regulatory scope was a victory for builders, mining operators and other commercial interests often at odds with environmental rules. And it carries "significant repercussions for water quality and flood control throughout the United States," as Justice Brett Kavanaugh observed.

P3In Maryland, the good news is that there are many state laws in place that provide wetlands protections. But that's a very shortsighted view, particularly when it comes to the Chesapeake Bay. The reality is that water, and the pollutants that so often come with it, don't respect state boundaries. The Chesapeake draws from a 64,000-square-mile watershed that extends into Virginia, Pennsylvania, New York, West Virginia, the District of Columbia and Delaware. Will those jurisdictions extend the same protections now denied under Sackett v. EPA? Perhaps some, but all? That seems unlikely.

Virginia、Pennsylvania、New York、West Virginia、District of Columbia和Delaware。

P4It is too easy, and misleading, to see such court rulings as merely standing up for the rights of land owners when the consequences can be so dire for their neighbors. And it's a reminder that the EPA's involvement in the Chesapeake Bay Program has long been crucial as the means to transcend the influence of deep-pocketed special interests in neighboring states. Pennsylvania farmers, to use one telling example, aren't thinking about next year's blue crab harvest in Maryland when they decide whether to spread animal waste on their fields, yet the runoff into nearby creeks can have enormous impact downstream.

P5And so we would call on state lawmakers from Richmond to Albany to consider reviewing their own wetlands protections and see for themselves the enormous stakes involved. We can offer them a visit to Blackwater National Wildlife Refuge in Dorchester County where bald eagles fly over tidal marshes so shallow you could not paddle a boat across them, but teeming with aquatic life. It's worth the scenic drive.

36.
The Chesapeake Bay is described in Paragraph 1 as______.
[ A ]a valuable natural environment
[ B ]a controversial conservation area
[ C ]a place with commercial potential
[ D ]a headache for nearby communities

A(细节题)

The Chesapeake Bay is described in Paragraph 1 as

The Chesapeake Bay is described in Paragraph 1 as 是被动语态待补全句;主语 The Chesapeake Bay,谓语 is described as,介词 as 后跟的就是选项要补充的"角色/身份"名词短语,结构平铺直叙,无陷阱。

P1

The miracle of the Chesapeake Bay lies not in its depths, but in the complexity of its natural construction, the interaction of fresh and saline waters, and the mix of land and water. The shallows provide homes for hundreds of species while storing floodwaters, filtering pollutants from water, and protecting nearby communities from potentially destructive storm surges.

  • A)✓ 正确
    • The miracle of the Chesapeake Bay lies not in its depths, but in the complexity of its natural constructiona valuable natural environment
    • storing floodwaters, filtering pollutants from water, and protecting nearby communities from potentially destructive storm surgesvaluable

原文明说切萨皮克湾 protecting nearby communities from potentially destructive storm surges,是"保护邻里",选项却说成 a headache for nearby communities,把保护对象当成了麻烦制造者,方向完全相反。

37.
The U.S. Supreme Court's ruling in the Idaho case______.
[ A ]reinforces water pollution control
[ B ]weakens the EPA's regulatory power
[ C ]will end conflicts among local residents
[ D ]may face opposition from mining operators

B(细节题)

The U.S. Supreme Court's ruling in the Idaho case

The U.S. Supreme Court's ruling in the Idaho case,后接谓语补全:所有格 's + in 短语作后置定语;考生只需把"裁决"看作单数主语,匹配其后动作即可,无复杂从句。

P2

All this was put at great risk late last month, when the U.S. Supreme Court issued a ruling in an Idaho case that provides the U.S. Environmental Protection Agency (EPA) far less authority to regulate wetlands and waterways.

    • far less authority to regulate wetlands and waterwaysweakens the EPA's regulatory power
    • This narrowing of the regulatory scopeweakens

38.
How does the author feel about the future of the Chesapeake Bay?
[ A ]Worried.
[ B ]Puzzled.
[ C ]Relieved.
[ D ]Encouraged.

  • A) 担忧的。
A(态度题)

How does the author feel about

How does the author feel about the future of the Chesapeake Bay? 是 How 引导的特殊疑问句,主语 the author,谓语 feel about,宾语 the future of the Chesapeake Bay,结构直白。

  • A)✓ 正确
    • All this was put at great riskWorried.
    • But that's a very shortsighted viewWorried.

39.
What can be inferred about the EPA's involvement in the Chesapeake Bay Program?
[ A ]It has restored the balance among neighboring jurisdictions.
[ B ]It has triggered a radical reform in commercial fisheries.
[ C ]It has set a fine example of respecting state authorities.
[ D ]It has ensured the coordination of protection efforts.

D(推断题)

What can be inferred about 是推断题最经典的句式。

What can be inferred about the EPA's involvement in the Chesapeake Bay Program?

P4

And it's a reminder that the EPA's involvement in the Chesapeake Bay Program has long been crucial as the means to transcend the influence of deep-pocketed special interests in neighboring states.

    • the EPA's involvement in the Chesapeake Bay Program has long been crucial as the means to transcend the influence of deep-pocketed special interests in neighboring statesIt has ensured the coordination of protection efforts.
    • Pennsylvania farmers, to use one telling example, aren't thinking about next year's blue crab harvest in Maryland when they decide whether to spread animal waste on their fields, yet the runoff into nearby creeks can have enormous impact downstream.coordination of protection efforts

It has ensured the coordination of protection efforts.

40.
The author holds that the state lawmakers should______.
[ A ]be cautious about the influence of land owners
[ B ]attach due importance to wetlands protections
[ C ]recognize the need to expand wildlife refuges
[ D ]improve the wellbeing of endangered species

B(细节题)

The author holds that the state lawmakers should 直接问作者认为州议员应该做什么,文末"call on"句几乎是字面对应,仍属定位句细节而非长链条推断。

The author holds that the state lawmakers should______. 是 holds that 引导宾语从句,从句主语 the state lawmakers,谓语 should + 选项动词原形,结构清晰无陷阱。

P5

And so we would call on state lawmakers from Richmond to Albany to consider reviewing their own wetlands protections and see for themselves the enormous stakes involved.

    • call on state lawmakers from Richmond to Albany to consider reviewing their own wetlands protectionsattach due importance to wetlands protections
    • see for themselves the enormous stakes involveddue importance
